District 2 opens school year with new leadership
District 2 students return to school Aug. 16 with new district and school leaders in place. Dr. James Stelter is the new superintendent, after being Associate Superintendent last year and serving as Assistant Superintendent for Business Services for seven years.

Joining Dr. Stelter is a new district administrative team, including Dr. Kay Dugan, Assistant Superintendent for Learning, Paul Novack, Chief Financial Officer, Marianne Baglarz as Instructional Technology Director, Bonnie Jordan, Special Education Coordinator, and David Rojas, English Language Learner Coordinator.
Also new to the administrative team this year is Blackhawk Middle School Principal Bob Pape, Assistant Principal Sarah Casson, and Chippewa School Principal Nicole Robinson.

Dr. James Stelter was in charge of the District’s finances and operations for seven years under Dr. William Jordan.

Dr. Stelter had a leadership role in the District’s Strategic Planning renewal in 2009 and is leading the Master Facilities Planning effort currently in progress. He worked with interview teams comprising teachers, school board members, principals and parents to assemble his administrative team over the last six months.

Dr. Kay Dugan is Assistant Superintendent for Learning. She will build upon the seven years of student achievement growth under Dr. Michael Heggerty’s leadership. Dr. Dugan will oversee curriculum, student assessment, and provide vision for developing 21st Century Learning standards and implementing effective instructional methods. Dr. Dugan comes from Indian Springs School District 109 in Justice, IL.

Paul Novack
is Chief Financial Officer, taking over district finances from Dr. Stelter. Mr. Novack is a Certified Public Accountant and Attorney from the private sector whose experience as a school board member in another district cultivated his interest in public education. Mr. Novack most recently worked as a manager of international tax planning at BP Amoco, where he led a team of ten professionals planning transactions for international business units valued at over $10 billion.

Missy Baglarz is joining the District 2 in a newly created position, Instructional Technology Director. Ms. Baglarz is also from Indian Springs District 109. Ms. Baglarz’s position is dedicated to planning, coordinating and implementing a district plan for technology and technology integration in support of student learning.

Bonnie Jordan is the new Special Education Coordinator, replacing Sharon Raffe who retired. Ms. Jordan will oversee the planning, implementation and evaluation of student services and special education. Ms. Jordan was a supervisor/facilitator for special education programming at Community Unit School District 300 in Carpentersville.

David Rojas is the English Language Learners coordinator. Mr. Rojas worked in District 2 from 2004 to 2007 as an English as a Second Language teacher for second grade and as a bilingual kindergarten teacher. He comes back to District 2 after serving as assistant principal at Nicholas A. Hermes Elementary School in East Aurora. As ELL coordinator, Mr. Rojas will supervise the planning, implementation, and evaluation of the bilingual education program, offered in grades pre-kindergarten through 2nd grade, and the ESL program.

Bob Pape
is the new principal at Blackhawk Middle School. Mr.  Pape comes to District 2 from Addison District 4, where he has been an elementary principal since 2008. Under his leadership, student test scores significantly increased, parent involvement improved and he fostered a collaborative and positive environment among his staff.
Joining the Blackhawk leadership team is Sarah Casson-Humboldt as assistant principal. She was a 7th grade math teacher at Blackhawk for five years and was summer school principals for two year.

Nicole Robinson
is the new principal at Chippewa School. Nicole Robinson has worked her way from classroom teacher to assistant principal at Blackhawk to her new post as principal of Chippewa over the last 10 years here in District. We are happy to see her leadership qualities emerge during her tenure here in District 2.
